STIF Grant Funding Available for 2027–29 Biennium
Rogue Valley Transportation District (RVTD) is accepting applications from eligible transportation providers for Statewide Transportation Improvement Fund (STIF) grant funding for the 2027–29 biennium.
STIF funds are allocated to RVTD by the Oregon Department of Transportation (ODOT) and support eligible public transportation projects and services in Jackson County.
ODOT recently published estimated STIF allocations for the 2027–29 biennium. RVTD is estimated to receive $4,556,879 in STIF Payroll funds for Fiscal Year 2028 and $4,825,739 for Fiscal Year 2029, along with an estimated $703,187 in STIF Population funds in both Fiscal Year 2028 and Fiscal Year 2029. RVTD will be an applicant for these funds.

Funding awards are subject to review and recommendation by RVTD’s Statewide Transportation Improvement Fund Advisory Committee (STIFAC) and final approval by the Qualified Entity’s Governing Body, the RVTD Board of Directors. Applicants are encouraged to carefully review all eligibility requirements before submitting an application.
Key Terms on Recipient Eligibility
Qualified Entity (QE) – mass transit districts, transportation districts, counties without either a mass transit or transportation district, federally-recognized Tribes, and intergovernmental entities that provide public transportation services on behalf of a county or a federally recognized Tribe. Public Transportation Service Provider (PTSP) – cities, counties, Qualified Entities, special districts, intergovernmental entities, and any other political subdivision or municipal or public corporation that provides public transportation services.
Sub-Recipient – any entity that has entered into an agreement with a recipient in order to complete one or more tasks specified in the agreement between the recipient and ODOT. These entities include, but are not limited to, nonprofits, private for-profits, and public entities.
